I just received an application in the mail yesterday, from BATFE, for a C+R license. The license allows the holder to buy C+R approved guns direct from a seller, with no FFL license holder involved in the sale or transfer. They charge $30.00 for the three year license and you are required to keep a book showing the transfer of the guns. You can easily make up the cost of the three year license on your first purchse by not having to pay an FFL holder his transfer fee. BATFE does have a right to check your book by appointment and to check your collection yearly, but that doesn't seem to happen unless you violate their rules. Let's face it, they have bigger fish to fry. They will allow you to sell a gun in order to improve your collection, but not to act as an arms dealer. I know there are some bennies from getting the C&R license, but I think that the record and ATF liabilities aren't worth it for me. I'll pay the extra % when buying my tools and such.
That is how much I don't like the requirements for holding a license. If I were to look into one, I'd just go the whole deal and get a full dealers license. That would be worth the crap you go through. At least in my mind anyway.

Bubba, I have to admit that I thought the same way. I had originally looked into this a few years back and then, like you, decided I'd rather pay the extra money than go through the hassle of being licensed. I had pictured BATFE Agents kicking in the door to check my records or confiscate the guns. Let's face it, if the government decides to do that, they will whether I have a C+R license or just bought them from a dealer. After reading and discussing it with a few C+R license holders, I changed my mind. Many have held their licenses quite awhile and even renewed them. The renewal form is where you give a report of your activities, bought and sold C+R guns. If they were to order an investigation or as these Treasury Dept. employees like to call it, an audit, that would be the time they'd do it. I haven't heard from anyone that holds one of the licenses of any hassles. Just think of the smile on your face when FedEx delivers the first gun to your door. ;D Don

My problem is that he'd have to deliver it only on Friday, or else he'd have to hunt me down out in the country. And then we'd both be doing the felony dance, as this would no longer be the palce of residence (or whatever the deal is for dropping off the gun when they do).
Anyway, I do know that if they want to politely knock on my door, they will regardless of the fact that I have a dealer/C&R license or not.

Some of the rules they have are actually pretty funny, in a black humor sort of way. They are supposed to call you and make an appointment if they wanted to come and check your record book or collection, and they can't do this more than once a month. When did you ever see or hear about the BATFE making an appointment to do anything? Most of the time they are portrayed kicking in doors as if you were the Cuban Uncle harboring Illian Gonzalez. When they do call and make an appointment, you have the right to tell them that you will bring your book and collection to their local office for the meeting. I can just see me now walking through the streets of downtown Filthy-fadelphia carrying a collection of MilSurp rifles. What do you think my chances of survival would be? If I didn't get mugged and have them stolen away, the police would shoot me down. Don

I chose the AOAP license. Makes more sense.. No books, no listings, do what I want with them. and ATF can search their a-double-s off to find them..
